The Manifest
The congress required visible tiers: every file in the country is accounted for here — published with its tier, or withheld with its reason. The build refuses to run if a file has no assignment. Possession of a document was never consent to broadcast it.
The reason classes for withholding, in the congress's own words: registry — handles are threads in the map, not directory entries for the open web; small-room — material spoken to a small room is not auto-published to a large one; intermediate — obsolete working drafts.
Publication is a rendered view: originals stay immutable in the country. Any redaction of operational detail is visible in the text (marked ‹path withheld›) and counted below — never silent.
